Clip off one of the branches near the trunk. If it is still green then there is still life in it. Give it a lot of attention, water, and plant food (miracle grow). I have a weeping cherry tree that did that and I thought it was dead for sure, but it flourished after I removed all of the dead limbs.

If all of the needles are this color it is certainly dead. If there are a few that are still green then follow Kristin's addvise less the heavy fertilizer and there is a chance that you may salvage a Bunjin tree out of the original style. Making zero promises and hold little hope.
