Woven shawls are beautiful!
Here, where I live, we have open markets, where people are able to sell their crafts. Word gets around and soon some people find that they have customers wanting their products.
Is there a cultural community help service where your cousin lives? E-Bay I suppose is a good way to get word out. Create a web site?
Good luck to your cousin! :)

With this gift he can start his own business. first make his product, the shawls and frames, go to art stores and clothing shops, such as Aaron Brothers and Nordstroms, speak to the manager, show them the product, and set up accounts with these retailers. He'll need to get a business license from the City office where you live. The same place where you'd get dog tags. Around $8 to $16. Since these are not mass produced, i would consider them pieces of art, so they should go for a higher price. SBC can help you set up your plan for free, a counselor that is retired from the business sector is available there. Small Business Center, there one in each city. Good luck

A special person like your cousin deserves the best with an outstanding talent, you might have to approach one of the agency of your government near you, they have special programs for the talented blinds and maybe offer a job for him as well as to help his family and give scholarship grants to his children ,realatives or even for himself!Government is for the people by the people and to the people and you are the big part of your government, and they have funds for those special skills, don't be hesitate or ashame to approach the officials because it is for your cousin's future and maybe an open door for other blinds with special skill to be a part of the government programs!Government knows best what department they place your blind cousin regarding the field of his career and skills!Good luck!

Where is Mangalore? I have no idea where it is or what the opportunities are for him there.
Since you obviously have a computer, why don't you try selling his shawls on e-bay. I hear that people make a pretty good living selling things there.
Or start a website for him and he could sell them there.
