Computers run as fast as possible when they have lots of RAM memory, and an uncluttered hard drive with plenty of open space.
So, assuming that there are no defective components in your pc, the best strategy is to add RAM and either cleanup or upgrade your hard drive.
But it may not be a hardware problem. Another thing that slows down internet performance is spyware. If that pc has picked up tracking cookies or keystroke loggers or active viruses, performance can drag. Trackers and loggers use up time to record everything you do. Viruses can be acting independently in the background doing bad things.
So before you upgrade hardware, run current spyware (Spybot and Adaware have free versions), and virus checkers. If this junk has built up on your pc, you will see a big performance improvement after you remove it.

3. Increase memory to 256, 368, or 512 Mb of Ram!
Run a router firewall like IPCOP http://ipcop.org at your Modem! It keeps out all the portsniffers, black hats...
Then you will be the l33t hax0r killer!

RAM will make your computer run faster, putting you DSL modem closer to the computer with less wire length usually helps, the longer the line is, the less speed there is.

well for sure the first thing you should do is defragment the harddrive then make sure that you have a 100baseT network card and not a 10baseT and when all else fails add RAM be sure to google your computer model to make sure that you get a chip that is compatible with your machine!

old computers have very little memory, try adding more memory. worked great for my old pc, and maybe a good spy-ware /adware remover,
