My sister can. She was born with her hands spanned either side of her head like she was saying NUH NUH NE NUH NUH! Or a lawnmower, as my mother would describe her... and since infancy has been able to dislocate her shoulders. The freak can turn her arms almost 360 degrees. I reckon she can do 350 degs. And yes, she can lick her elbows. UGH. It's sickening.
Lol and 99% of people who read this will try and lick their elbow. I can assure you I'm not one of them!

If you are normal, no, but if you are a midget/dwarf, then yes, the small pudgy arms makes it possible
