I can't find it in any online dictionary, but there are alot of listings in google. Is it just a regional spelling variation of dissertation?

It's not in my dictionary. Perhaps it is based on "serration" and would mean something like "the removal of a serrated edge." People make up words all the time using "dis-"; the other day a guy told me that we needed to "disambiguate" a situation, meaning"clear this up." That one is listed in Princeton's WordNet, but "disserration" is not. I think you are just finding a common typo in your Google searches.
