There was no call for making a "Palestinian State" at that time.
In fact, that was before the Arabs of Judea/Samaria (the West Bank) even called themselves "Palestinian."
Take for example, Sirhan Sirhan, who shot and killed Bobby Kennedy in 1968. Pick up a newspaper from the time and you will see that he is called a "Jordanian", where as today he would be considered a "Palestinian".

"The Palestinian people does not exist. The creation of a Palestinian state is only a means for continuing our struggle against the state of Israel for our Arab unity. In reality today there is no difference between Jordanians, Palestinians, Syrians and Lebanese. Only for political and tactical reasons do we speak today about the existence of a Palestinian people, since Arab national interests demand that we posit the existence of a distinct "Palestinian people" to oppose Zionism. "

Through some of the oldest known evidence of agriculture & of primitive town life, it's believed that the Hebrews probably arrived in the land now known as Israel in the 3rd millennium BC. Under King David & his successors (100 BC-597 BC), Judaism was developed & secured.
After being conquered by the Babylonians, Persians & Greeks, an independent Jewish Kingdom was revived around 168 BC. Rome took effective control in the next century, suppressed the Jewish revolts, and renamed it Judea Palestine.
Palestine was invaded by the Arabs in 636, within a few centuries, the region was overtaken by the presence of the Arabic language & the religion of islam. Though remained a Jewish minority, a majority of Jews fled into exiles & scattered all over the world.
The land was ruled from the 11th century as part of non-Arab empires by Seljuks, Mamluks & Ottoman (present day Turkey).
After 4 centuries of Ottoman rule, during which the Jews population declined to a low of 350,000 (in 1785), the land was taken in 1917 by Britain, which pledged to support a Jewish national homeland there. A British Palestine Mandate was recognized In 1920.
Jewish repatriation & immigration's begun in the late 19th century, swelled in the 1930s w/ Jewish refugees from the Nazis; at the same time, heavy Arabs immigration from Syria & Lebanon also occurred.
The UN General Assembly voted in 1947 to partition Palestine into an Arab & a Jewish state. Britain withdrew in 1948.
Israel was declared an independence state in May 14th, 1948 in spite of the rejection of the Arab states. Egypt, Jordan, Syria, Lebanon, Iraq & Saudi Arabia, formed an Arab states alliance & launched a massive invasion, but failed to destroy Israel. Israel, in the other hand, not only defeated the invaders but also gained more teritory....
Above is a brief history of the State of Israel, the land is historically & rightfully belongs to the Jewish people.

Well, to answer such question you have to think who was there before 1948, when those well armed Israelis came and made several slaughters to Arab people ( Der Yassen is one example). If you are going to escape this question, then try to answer who were govern that area before the World war 1 finished. The Turkish. Then by Sykes-Picot Agreement, Britain occupied Jordan, Iraq, Palestine and Egypt. France took Syria and Lebanon. All the nations then started a long journey to freedom.
It is misguiding to say the west bank before 1967, because at the time there was only Palestine. Complete Palestine . The invaders Israelis stooped at what know today the border of 1967.
I would ask you another question, why Israeli came to this area of the world in the first place. Please do not say it is the holy land , because in the first Jews conference they named three countries that they would ask Great Britain to allow to them to settle in it.
I hope this will open every one's mind to the huge historical injustices came on the people of Palestine, whom never close their country and never prevent any one to go there and make his prayer regardless his religion.
In more direct way, the answer is that this land never been free from any kind of occupation at least since the world war 1 and that is why they could not announce an INDEPENDENCE .

The west bank was part of Jordan, so those "Palestinians" who were there before 1967 are actually Jordanian. After 1967, you can consider them Israeli, since Israel got that land fair and square.

The Jordanians were the last to hold it. It was given to the refuges from the war after the war and became Israel. There never was a Palestine. The Palestinians today are the people the Jordanians didn't want. Do you see any Arab country helping them?? No. The Arabs do not want them. They blew the best chance for peace they ever had by electing Hamas to run what, they consider, their country. Now what ever happens to them, unless they remove Hamas, is their own responsibility. Sorry. I have NO sympathy for people who elect a terrorist organization to lead them.

If I remember correctly, it was Turkey until after WW I. Great Brittan from WW I to after WW II. From WW II to 1967, Jordan.
