I don't know if this is the answer, but looking as my map, Lynchburg, Virginia, is a fairly large city that is quite some distance from I-81, the nearest interstate.

Alameda, Calif.....Although Interstates are nearby, as with just about every city in the U.S. you have to travel at the very least 2.5 miles to enter it.
