When the tree falling in the woods with nobody near makes noise, you can cry under water. When the tree makes no noise, you cannot cry under water.

I guess this is like the old 'If a tree falls over and no-one is around to hear it.....' question. I think the answer is yes, as all body funtions operate normally in shallow water (except breathing of course) so tear ducts should be able to work too, although the tears mix with the water immediately.
The only way to find out would be to test the average salt content in the water directly around the eye to check for salt level changes to see if the person is actually crying or not.
All just a theory of course!

Never tried or seen anyone crying under water, but I know, in fact, that people have done other biological functions under the water, too.

Yes, its possible. The tears can sting your eyes even as they mix up with the water around your face!

You can, and you can feel the tears leaving your eyes, but they mix with the water before you feel them on your cheeks. So the answer, YES.
