I didn't know they had a foreign site. Why then or why are there so many questions in a foreign language here or questions relating to foreign languages.

yes...unfortunately...they do. There is a HUGE push in Europe right now with Yahoo! Answers. If you feel the questions are completely out of order, you can report them as abuse. I think Yahoo! has plans to filter questions to users based on their ranking - if you are a level 3 for instance, they could weed out all the first time question answers so you only get serious folks with good questions - try some of the other ones out!
