Yes, you can find the city and country for IP addresses from the American Registry for Internet Numbers (ARIN) that has a link at: http://www.arin.net/
Just type (or paste) the IP address in the search bar.
Then, with the numbers and general information, you can contact the Internet Service Provider (which is listed in the ARIN information) and get the address for the individual you're looking up. I think that often you need a warrant or some type of legal document to get more detailed information. But still, the link I gave you should be satisfying.

Yes and No.

You can find the location of the ISP from the IP address however it will not tell you anything about the person who has the IP.

The person could be in any town or city hundreds of miles away from the ISP.

EG, my ISP is up in london but I am nowhere near it. If you traced my IP, (which is a proxy anyway) then you would find my ISP's registered office address. It would not tell you what town or city I am in though.

It's ok if you just want the ISP, but for finding the IP user, it's hopeless.

Yes, this is possible. This can be done legally and illegally. Hackers can log your IP Address to gain access to your PC. Many internet organisations can also do this legally. If you abuse an internet site, forum, etc.. your IP address can be logged and in more serious ways, it can be given to the police and they can track your location. There are also many programs/ internet sites which can be used to track which country you live in, who your internet service provider is, your SMTP mail server address and many other things. To find out what someone can find out if they had access to your PC, try downloading PC Security Test 2006 from download.com and run the appropriate test.

The POLICE or LAW ENFORCERS are the only people who can legally track where you live with your IP Address.

You cant gte the actual location, like an actual street address, however, you can get a general area location, like country/state that the service provider they are using is located at http://www.visual-mp3.com/review/1965.html go here for trial IP sniffer software.

on windows , if you use the tracert.exe program , this will give you the path taken by messaages from this IP address to your computer. The names of the sites show up and should give you a clue as to where the site is.There are visual tools ( VisualROute is one) which will show you this on a world map.

Ip address is linked to your provider.
Your provider has your address.
That's the route.
It can be done.

Yes, but I don't have the knowledge or the programs to do so.
I have a son who's a computer programmer and he did it once for me as I needed to stop a spammer who was really being a nuisance and spamming me real bad.
