I started at 2, but nothing came out until I was about 12. That made it a lot more inconvenient. I started getting come stains all over the headboard, the carpet, my gym clothes, everything.

No rule of course. It also depends on what you mean by masturbation. My son is one year old and plays with his penis. This is not masturbation since their is no sexual intent. So what is really at the root of this issue? It's ok to masturbate and it's ok to do so at any age. You should only worry if something dangerous is involved... like a cheese grater.

They can start explring their body at any age. They can discover it by themselves at any age. So it really depends on the kid. Some do it earlier in life and some do it later.
