What a brilliant movie! One of my favorite Chaplin films. Here are a few stills of Herr Adenoid Hynkel playing with the world:

The movie was done by Charlie Chaplin and it was his first talking movie that he did.

The Great Dictator

The Great Dictator is a film directed by and starring Charlie Chaplin. First released on October 15, 1940, it is a satire of Adolf Hitler and Nazism. Chaplin's film is highly exceptional for this period (1940), when the U.S. was still at peace with Nazi Germany, for its fearless satire and condemnation of Hitler and Nazism, and for its vivid portrayal of the plight of Jews in Europe. It holds the distinction of being both Chaplin's first "talkie," and his most commercially successful film.

I thought it could have been the Mel Brooks movie The Producers. But I don't believe that was in black and white. It's really funny though. You should check it out.

I'm having a brain freeze but it was a film starring Charlie Chaplain. It caused guite an uproar and caused him to move to Paris. I can't remember the name. IMDB should have it listed in the filmpgraphy of Chaplain.
