My best guess on this one would be that the person get their G.E.D. and try to get registered to take the ACT/SAT but I am not sure if this would be available because they are not currently enrolled in a high school.
If you cannot take the ACT/SAT's, then I would say to try and apply to the university, and attach a letter explaining the situation, and see if they will allow you admission.
Not sure if this helps any, your best bet on this one might be to contact some sort of guidance counselor as they may be better suited to answer your question, or maybe even the person that administers the G.E.D. testing.

get a G.E.D, then get into a small community college, after 2 years there, most schools will take you, just because you are not straight out of high school
