Actually you're right. It's people. Unless you are in 100% control over your domaine you will never be on time. Example...
You leave for work everyday at 9:00am to be there at 9:30. Maybe your cab or the bus is later than usual today. Maybe your car won't start. Even if everything works and you are on the way. Is there an accident. What about the person that needs to go straight today instead of turning right. You manage to catch all the lights. Being on time is a concept or approximation that even if you are early or a little late you may still be concidered on time.

This is an old question, it begun with Zeno paradox, Aristotle sinolon, or a lot of others till Heisenberg, the concept of time has a lot of different expression las into the Tantra circular time of the Riemann deformation of the relativistic space-time (chronotopos).
I guess that Gibbs's "space of phases" could be a good model to give answers to many problems about the time and the indeterminations in physics, unluckily the "hyperspace" it's just a nice abstraction.

Early is on time my friend...consider that being late is simply missing the opportunity to be on time rather than actually being late. The word late implies that something has passed that would not have been missed if the person was "on time." Being on time is entirely possible. Just be early!

I think this question should be a little precise. on time means what? what is the minimum lap? If you are telling exact time, it is not possible, because there is nothing 100% correct. If you consider +/- 1 min, then I think, many people can manage their time. If you have a very good ime-management, it is not difficult at all.

It is possible to be exactly on time if you want to count the seconds and all that, but its really too much work so people simply don't do it.

Sure you can be on time. Take a trip to Japan, the buses, trains, shops opening/closing, appointments, dates are exactly on time!

its possible to be on time. i always say i'll be there around 7ish for example. so when i arive around 7:10 or so, im right on time.
