Did you update to Internet Explorer 7? Please respond. Internet Explorer 7 has a new safety measure for downloads.

There can be a lot of things going on here, firewalls, internet security settings, policy or corrupt profile, virus etc.. I would suggest always start with the obvious
1.)Can you download anything at all, text files, wav files, mp3's, video etc..?
2.)Run antivirus and Spyware programs
3.)Can you download but to a different folder then you normally do?
4.)Turn internet security to low (ONLY FOR A MOMENT) and turn off firewall (ONLY FOR A MOMENT) if it works then the problem is in those and you can turn them back on. Keep in mind today there are often numerous firewalls. On my computer Windows XP has one and McAffee has one and the router I am using has one. So you will need to look at all of them.
By doing these steps your isolating the problem.

Check out your firewall settings. If you installed some anti-virus programs like Norton or a Zone Alarm firewall might mess with your internet settings for a while. Check out individual sites for information on changing the settings.

Did you check the security settings in the IE options (if it's related to brower download)? If it's set to high security , you can change it back to Medium as a standard.
If you are having problem with FTP, maybe you should check you firewall settings (if you have any installed).

You need to turn off or at least turn down your security settings in Internet Explorer or Firefox. This is what is preventing you from downloading files from the net. Good Luck!

A software update is blocking you downloading. turn off your firewalls in internet settings. the fact that you can ask this question means you can down/upload

may be u update ur OS or ur system security patchs , or may be install firewalls such as ZoneAlarm in ur system.
