Can human voice reach Radio Frequency?

My classmate said that "Make your voice higher so it can reach Radio Frequency and be broadcasted to the radio." is that possible?

Depends on you definition of radio frequency. The US Navy experimented with ELF; extremely low frequency, for submarine comm. As far as I know they still use it. It usese the earth as an antenna and is below the range of human hearing.
