Eccles the dog belongs to Blanche. You sometimes saw Ken taking her for a walk. She looks like a little terrier.

I don't remember Eccles either, only Schmicheal and Monica.
Liz and Vernon did get a flat, and they were set to move in, Steve was delighted because him and Ronnie were planning a big night in together. Then Liz and Vernon came back and all we got was a garbled couple of sentences about the neighbours not liking Vernon's drums

In answer to your first question, I don't remember Eccles the dog, but as far as I can remember, Monica ran away when Maria started being cruel to her. As far as I can remember, Jack and Vera must have had something to do with it. In reality though she just left because her real humans wanted her back and didn't want to renew her contract.
In answer to your second question, remember that Liz is Steve's mother in Coronation Street, and Liz probably wanted to see how things went. Steve tried to evict Eileen from her house so that Liz could live there but there was a big fuss made about it so Liz and Vernon are staying at Steve's.
Saying all that, I haven't actually seen Coronation Street in ages.
