The band is The Avalanches and the song is "Frontier Psychiatrist". It comes from their great album from 2000 "Since I Left You". They made that track using hundreds if not thousands of samples. The song went top 50 in Australia and received plenty of airplay on the Triple J network. It performed even better in the UK going top 20.

Everybody got it right! The song is great, but the album is not so good in comparison. The other stand out track for me is "since I left you"
