opposite direction what is the reason for which it goes in the opp direction when thrown outside but inside the bus towards the driver

the air inside the bus is moving at the same speed as the bus so it is like the bus wasn't moving but outside the bus is moving at a speed away from the air (air rushing towards paper) so when the paper is thrown outside the air rushing at it pushes it back relative to the moving bus.

When inside the bus you are protected from the wind resistance that would normally be pressing against the front of the paper. Since the air inside the bus is traveling at the same speed as the bus, the wind does not affect the paper so it can fly towards the driver.

if the bus was decelerating at the time of the release of the paper, the paper's forward inertia being greater than that of the bus, at least briefly could cause it to go 'forward'.

Your question is unclear. When you were originally holding the paper, were you holding it inside or outside of the bus?
