it's not a base, it's Military Family Housing. It is one of two off base housing areas(Ikego being the other one) for Yokosuka Naval Base. It also provides housing for Naval Personnel stationed at Yokota Air Force Base. It has a few more amenities than Ikego, as it is a good 45-60 minutes away from Yokosuka.
