Usually, instantaneously. However, there are times that the web hosting companies would do load balancing (many servers to serve pages to balance the loads on different servers). By doing the load balancing, every server has to be updated once a file is changed. In your case, you have only updated the file on one server but not the other. So, your page can very well be served by the other server and not by the one that has your changes. Usually, it takes the web hosting company 24 to 48 hours to update all the servers.
In the mean time though, please make sure that your browser is not caching the htm page. Maybe the page has been updated on the server but your browser is loading the page from cache on your computer. You may want to clear the cache first and reload the page. Secondly, if some other folders have an htm file with the same name as this one that you just changed, please make sure that you have uploaded the file to the correct folder.

It is most likely that the page is cached locally by your browser, so you are seeing an older version of it. Try clearing your local cache and hit the web page again after doing that and see if you see the updated version. To clear your cache with Internet Explorer, do Tools... Internet Options... Delete Files (button). Other browsers are similar.

you probably need to clear your cache for the new htm to appear
if you are using internet explorer, go to Tools -> Internet Options
then hit the "delete files" button

if you are hitting Refresh and it is not loading the new webpage try changing the file extension from .htm to .html

It's not the server, it's your browser. In Internet Explorer, go to Tools-->Internet options. On the General tab is Browsing history. Hit the settings button and choose "every visit to the page".
