I don't get it, of all the things to declare regarding materials being shipped in a truckload why identify FISH? I've wanted to know the answer to this question for many years. Professional truckers please shed some light on this for me.

The main reason is for the company that owns the trailer to identify what trailers are use to haul fish/seafood so that it is not loaded later with some other kind of food that may absorb any odors of the fish/seafood, you wash the trailer out after each load but this way you are sure of it. only use trailers labeled for fish when loading fish products.

It is to alert Texas Game Wardens that the products inside the trailers can be subjected to inspection by Texas Parks and Wildlife.
