I think you mean: should I wait till he asks me out or should I ask him out.
The answer is: You ask him out. (Given that you can manage all the consequences of asking that...)
Point is: if its your life, you should not wait till someone do the thing you need / like to happen.

If he knows you like him back, he should ask you out, but if he doesn't but you know he likes you, then you should ask him out.

there is nothing wrong with a girl asking a guy out. sometimes men are intimidated by us and therefore they are nervous about approaching us.
