we've always gotten people drunk for their 21st, let him puke for his b-day but you want music so depending on your location i'd suggest a bar that specializes in bands like in L.A. and las Vegas the have the Blues Club great bands play there and it's not to much to get in

I would suggest buying concert tickets! Okay you won't get VIP with $60 but check out ticket master you might get lucky.

a bottle of alcohol...maybe some champagne/wine/hard alcohol... thats the freedom that comes with the 21st year, let em use it....
or... if you think thats a bad idea...
a case that holds a bunch of cds....people can always use those.
