Chances are that mineral deposits are the problem. Put the weight in a zip-lock bag with either vinegar or a commercial product such as Lime-Away. Squeeze all of the air out of the bag and zip it up. Leave overnight and the next day the deposits should be dissolved. Wash in soap and water and you should be good to go.

Soak it in a denture cleaner (Polident, etc.). This method also works for vases with openings too narrow to clean!

Try soaking it in a cup of coca cola overnight - hopefully it will still be there in the morning.

soda in small amount of vinegar for several minutes and then rinse thoroughly.
