internatioal area codes?

I am working in Algiers, Algeria. My wife lives in Addis Ababa, Ethiopia. I am having serious problems trying to call her. I have used 002-51 and every combination I can think of. Any help would be greatly appreciated

Don't dial the 00 just the 251

The operator should be able to answer that for you. If not, ask her how to get in touch with information (telephone information), or the international operator.
