dracula was written in like the 1700-1800's so I think that is the first "monster!"

It would have to be "Frankenstein" written by Mary Shelly between 1816 and 1818 . I
f you mean movies that would be the German silent movie Nosferatu back in 1922 based on the novel by Bram Stoker's Dracula dated 1897.

If you mean on film and if I had to guess, I would say it was Nosferatu, which was a silent film released in 1922, and directed by a guy named Mernau. Basically, Nosferatu was an unofficial version of Bram Stoker's Dracula.
I have to say, for it's time, Nosferatu was a scarly looking dude.

In American Literature it is The Headless Horseman. On film that would be vampire Nosefuratu who melded into Dracula.

"The Cabinet of Dr. Caligari" was released in Germany in 1920 and in the USA in 1921 and is generally considered the first true horror film ever made (Nosferatu was released in Germany 1922 and in the USA in 1929).
