Try finding out about his past school attendance (schools have copies of birth certificate and immunization records), doctor's visit (records of health insurance), past employer (s) (copies of social security number), etc. If you can get in contact with any of these places, this could get you started. Besides you stated that he's young so I'm assuming going back to these venues wont be so difficult. Have him visit the birth certificate office. Also, he could go in to his local MP's or city Councilor's office and have them assist him in re-establishing his identity by recovering all that he has lost. Good job you're doing. The hospital where he was born should hold a copy of his birth certificate. You can take him to the revenue office and get him an ID card made. After that, head to the social security office and have him fill out an application for a new card.
If you're worried about him being homeless, why not let him stay with you?

If you can, find out where this man was born (city, state). You can contact the hall of records to obtain a copy of his birth certificate. Hopefully from there, you will be able to assist him to get his SSN and ID.
I commend you for being so compassionate and caring about a young man who is down on hard times. There aren't too many people who would help him the way you are, and you deserve to be acknowledged for your kindness.

He can get a copy of his birth certificate from the county recorder where he was born. That is enough to get a copy of his Social Security Card.

You might try calling your local Catholic Charities. If they can't help your friend directly, they can probably point you in the right direction in regards to what avenues you may be able to pursue in order to get him the help he needs.
