When you have internet explorer open, goto Tools - Internet Options - and under Temporary Internet Files, there is a button you click to delete cookies.

The other way to do it is to click on the Start button, goto control panel, internet options and follow the same steps as above.

For IE go to tools-Internet Explorer Options - General Tab - delete cookies

For Firefox - Tools - Options..-Privacy - Cookies

You can change your settings to not accept them, as described above, but you'll have trouble using the internet if you do. Many websites block you from acess if you disable cookies.
Best is to delete them in Windows Explorer, which is in the accessories menu on newer operating systems. Find the file they're in, hit CTL+A to highlight them all, and hit the Delete key.

You go to Tools on your toolbar, scroll down to internet options at the bottom. Click the far right tab labeled Advanced. Scroll down and deselect cookies. Good Luck!

This is based on my limited experience with internet cookies. here's what i do : in the windows folder in the c drive i go to the temporary internet files and delete the cookies so as to erase them permanently from the system.
