Surely you're just joking. You can't be as illiterate as you sound. If you're talking about your limit of questions or answers, then yes, they do put a daily limit on the number you're allowed. You can ask and answer more tomorrow.

I think it means that until you get a better grasp on how to communicate with other human beings, you are not allowed to e-mail anyone. Seems fair to me...
