Postgraduate apparently means studies after your Bachelor degree. So Masters is next then Doctorate, for the order of studies. The time for each would depend on the Institute you chose to study with. A Medical Doctor is not a Ph.D. Doctorate in this scheme, but PostGraduate there means studies after your MD. For a Professional, like a Psychologist, with their Masters they can usually start practising their profession, and work on their doctorate from/through their practice.

Postgrades is the study after completing your bachelors degree. It is interim to beginning work on your Master's Degree. A Doctorate is when you prove you are an expert in that field through preparation and defense of original research.
The order you have them in is correct. I have heard it stated that you learn to study in your Bachelor's Degree, You learn to research in your Master's Degree, and you prove your knowledge of the previous two in your Doctorate.
