Without Evil there could be no Good, Without Hate there wouldn't be Love, Without war there would be no hope for Peace. Unfortunately in order to have and appreciate the good things in life the bad must exist as well. It is sort of a giant cosmic balancing act. otherwise everything would just cease to exist.

The simple answer to this is because crime pays ... at least sometimes.
The best answer to this can be found by studying to disciplines Game Theory and Evolution. Game theory considers different kinds of choices people can make and makes predictions about the best behavioral strategies in different situations. An example is called the Prisoners Dilemma. It would be too long to explain here but you can check it out in the first link below, the second link discusses Game Theory. Basically Game Theory can explain when it can benefit and individual to be evil.
Evolution explains how Game Theory can apply to a species. Individuals in a species, humans included, behave at least in part because of their genes. Evolution says that genes that cause an individual to do things that make that individual successful at having children will become more common in the gene pool. If a certain gene causes someone to be more likely to say steal food, then that person may turnout to have more children and so that person's children might also have that gene and so on. Basically that is what I meant by "crime pays". Crime pays often enough that genes that code for evil behavior have persisted in the gene pool.

Many ancient and wise religions like Buhddism are based on a seeming balance of good and evil. Just as positive numbers are infinite, so are negative numbers. No force or existence is without it's opposite. While some could take this to mean each person has a completely opposite person, they could be right. Each way you express yourself could be represented by a plausable opposite action performed by another human being.
Another thing is that we NEED bad things for life to exist. While we might dislike this dependency on evil, it still exists. Without death, there is no room for life. For example: if people never died, the earth would be overpopulated, even without corruption. The universe needs to be afflicted just like each life needs to be imperfect. If we all had perfect lives, don't you think it would be quite boring and monotanous. True happiness is not represented by the absence of pain or imperfection.

Hey,
Well, man (the human race) is evil at heart. This is because of the Fall. When Adam and Eve ate of the tree of the Knowledge of Good and Evil. They disobeyed God and were cast from the Garden of Eden. This was the first human sin. Because Adam represened all man kind, being the first human being, sin was imputed to all human beings, except Jesus becuse his father was the FATHER, God. So now, all humans are inherently are selfish and sinful. Sin = evil. So humans do bad and evil things, because of this. Romans 3:23 "For all have sinned and fall short of the glory of God." Now, then people say, "Well, then why does GOD let this happen?" My answer is from God's Word, the Bible. Romans 8:28 says, "God causes all things to work together for good, for those who love Him, and are called according to His purpose." So, basically, even though God lets evil happen, He uses it for good, whether we can see what He is doing or not. Sorry if this is a little long, but I hope that it helps you.

When my grandmother was asked (as a joke, really), "what is the meaning of life?" she answered very seriously, and without hesitation, "Love."
If Love is the meaning of life, and life is a journey, then this must mean that we are (or should be) journeying towards Love...
And if you think about the things that you have truly struggled to understand or make sense of, and finally did, then you will remember all the mistakes and missteps and general trial and error you went through to get to your understanding. It was these very errors that enabled you to truly get such a good understanding of your issue.
So it is with Love... how can one truly even begin to understand it and appreciate it and live it, if one does not experience the opposite of love, and has not struggled through the issues surrounding the lack of it?
Thus, our journey towards a true understanding of Love cannot be complete without evil, war, hate, etc. It is the struggle to conquer and understand these things that truly strengthens people's understanding of the ultimate goal - finding the meaning of their lives.

Is this like "why does God allow it?" or "why do we continue to do it?"
I'm not really spiritual, but if there is a God then I assume he wants us to learn from ours and other people's mistakes. Thusly, you'd need some evil in the world.
And for the "Why do we continue to do it?" People are fairly easily corruptible. We live in a very competitive world. On top of that it's an ever-evolving competitive world. Meaning, that as soon as we get over one fight we're on to the next. The end result just showing who can stab the most people in the back. It's a sick sad world, but we try our best.

People, I repeat people created the concept of good and bad. If your ancestors had been even bigger morons, war, and hate, and all that jazzy bad stuff may have been considered good now. The universe in general has no judgement regarding good and evil, only is and is not.

It has been said, evil dwells in the hearts of all men. I don't know that I believe that, but there are some countries that make a girl wonder.
