I am now two weeks late, still having all the pregnancy symptoms.
I spotted very lightly a week before I was supposed to start...but Hpt is still negative. I had a tubal litigation done 14 years ago but have never felt this way since I was pregnant 15 years ago.

Yes, it's possible. It's best to go see a doctor about it though, it could be pregnancy but then again it could be something else.

The risk of tubal failure increases over time. Your actual risk of tubal failure is around 1 in 150, depending on the type of surgery. Obviously pregnancy is a possiblilty, but a negative test is a good start. Depending on your age, there are many reasons why you may have abnormal bleeding unrelated to pregnancy. You should make an appointment with your Gyn to discuss an appropriate evaluation. A positive pregnancy test is an emergency because it could be a tubal pregnancy.
