First, check to make sure the arm that checks the ice level in the storage bin is not stuck in the full position. Then check for Ice blockage in the fill tube where it enters the freezer compartment. On the ice cube tray itself, there is a set of "fingers" which rotate and push the cubes out of the tray when the ice has formed. I have seen those fingers get stuck in the cube tray and not finish its revolution, which would cause this symptom. Even if the they aren't stuck in the tray, try applying some downward force on the "fingers" (clockwise rotation) as if you where trying to manually rotate them. you should not be able to rotate them, but the force should start the motor and you will notice them to start to turn. Its not a very fast spin, so be patient and let it do it thing. If after it rotates one complete revolution, it still doesn't fill with new water, then you into either a bad electrical connection, a bad fill valve, or a bad ice maker. good luck.

Check the port inside the ice maker to make sure water hasn't frozen and blocking any more water from getting in. It's directly above the icemaker coming into the freezer compartment.
It happens.
