there are several mapping progtrams out there made by DeLorme and Garmin (to mention my favorites) that you can use Lat/lon to identify a location. You would be better off using UTM (Universe transverse mercator). This can get you to with in just of a few feet of a location on land or water. using lat/lon will not work on land because you need natural horizion that you only get on the water.
If you have the right type of equipment you can locate something down to the exact spot, like surveyors use (called a station or stadia) The lines that circle east and west in a true circle are all equadistant apart, however the lines running north and south get wider at the equator.
When land surveying the stadia machine has to be calibrated to compensate for this.
Both the software programs I mentioned (which are for general public use) can also locate places by name, and can then feed you back the coordinates you desire

Try Google Earth , look it up in your search engine and download it , it will give a pretty good view of anywhere on earth , some places are plainer than others tho , I can see my brother-in-law's house but not my own go here http://earth.google.com/support
