The Balkans are an excellent example of History in a constant rewind. Every few decades awful ethnic strife will spring up because of historical bad blood but no one there ever seems to learn how to stop it.

Generally, yes. Particularly, no.
History is nothing but the past activities of society. The people of past and present society are all subjected to similar problems to act on and make decisions about. Since people think the same way no matter how many generations have passed, the trend or pattern of behaviour will be similar. That's why on a broader/general scale, history indeed repeat itself(example, policies on war). However, since events are always apart in space and time and some of the variables(people, culture, lessons learned) that define situations cannot be perfectly the same, history on a particular scale cannot repeat itself (There may possibly be another great physicist as brilliant as Einstein who may again provide fundamental discoveries in Physics but he can't re-discover the laws of Relativity).

YES, it does, it most certainly does. Why, can't you remember asking this question earlier? jjks...
Historical cycles of government, warfare and power plays are prime examples. However variables do exist. While societies will fluctuate in size and complexity, human interaction and political organisation will infinitely revolve around limited set points.
But I think your question is much bigger than whether or not a momentous, change-the-face-of-the-world event will occur repeatedly. Yes, I did notice that you capitalised your 'History', but I am also convinced that it can be recognised on a smaller scale too.
Actually, scientific research have proven just this. There exist overwhelming amounts of studies which have isolated people for the purpose of inquiring into the development of persons in unsocial and irregular environments.
The results are conclusive and it turns out they develop normally.
I guess what I'm trying to say is that maybe there are processes which occur naturally -- this, of course, would entail our own destinies -- irreguardless of what we do.

No it cant. Strictly speaking unless you believe time is cyclical then the event has happened and wont be repeated again. As a metaphor it can be said that natural history repeats to a certain degree, when certan species become extinct other types evolve to fill the niche, many look very similar too, look at killer whales, sharks and icthyosaurs.
But really, in the end i must say no.

History doesn't repeat itself. The causes and reasons for events can be similar but not the same. There are lessons one can learn from pass events and how one applies these lessons makes new histories.

When people ask whether the holocaust was real, when we get bogged down in prolonged occupations trying to enforce democracy, when we want to think in isolationist terms (eg, prior to Pearl Harbor), when we are awaken by catastrophic attacks,....i could go on, but it seems we are doomed to relive the past.
