Well they were bought by businessmen in Washington DC. The montreal expos were setting new lows in talent, pay, and fan attendence. I think some of there last home games in montreal were in the 5000 range. They played in mexico for a while but the last 2 or 3 years they have been playin at RFK Stadium

Because Jeff Loria, then the Expos owner, is incapable of marketing a baseball team. He expected the community to support the team with no effort on his part, and when they didn't he abandoned the team. He's now doing essentially the same thing with the Marlins.

There was no fan base in Montreal, and DC was the only city with any interest in a baseball franchise. It is all about turning a profit, and to do that requires people who want to see a baseball game.

They lost too much money in Montreal,nobody cared let alone the owners.Eventually Major League Baseball took them over and moved them to DC.

Because the owners didnt want to bother investing in the community. They needed to cultivate the youth so 20 years from now, as grownups they would want to attend the games.
Look what the Alouettes do. They hold football camps for kids, thereby ensuring a steady supply of new fans in the years to come.

The year before the move they were averaging less than 8,000 per game. Not much by way of support.

They couldn't get any fans...there were some years where they couldn't average 10,000 per game.
