I love planning parties but this is really a hard one with what little information you have given.
Is it for friends and family or to get acquainted with new neighbors or both.
Either way a good housewarming party has many finger foods: veggie trays, cheese and fruit trays, etc. spread throughout the house so that as people travel on the tours they can stop for a snack.
Since people arrive in different intervals, you either need to have a host for the grand tour or just tell them to walk freely through the house and stop for refreshments as they go through the house.
Have outdoor activities in the yard: horseshoes or bean bags...something that people of all ages can play.
Maybe a card game or puzzle in the kitchen for people to participate in and get to know each other, etc.
It is considered unappropriate to accept gifts or ask for gifts at a housewarming so you should specify that on the invitation...your theme could be
