yes he can but only after your lease expires.example:a 1 year lease is taken out for $400 per month.He cannot raise the cost for 1 year.After the 1 year and you go to renew the lease then he can say fine but with the cost of living increasing,I am going to have to raise the lease to $450 per month.Now it is up to you to decide if you want to renew it at this price or pack your bags and find another place.

This will vary a little in differant states, but NO! You sign a lease for a reason, one of these reasons is to lock in a rental rate for the term of the lease. Get a copy of your lease, it will most likely say that the rent is agreed upon for a certain amount of months. Any changes must be in writting 30-60 days prior to the change and after expiration of your contract. Go ask for a copy of your agreement and if it isn't clear, look up your states laws and Fair housing regulations

Unless there are specific provisions in your lease which allow the landlord to raise the rent during the term of the lease, he cannot do so. Generally, a raise in the rent during the term of a lease would be tied to a raise in the cost of utilities paid by the landlord. For instance, if the landlord pays the utility bill for natural gas to heat your apartment, he could tie raises (and decreases) to a government index of natural gas prices.
These types of provisions are not common in residential one year leases. They are more common with commercial and longer term residential leases.
