What is the fine/law about fireworks in NJ or any state where there banned?

If I light fireworks off on a public beach but fireworks are illegal what is the penalty and also can they do anything if they dont directly see me light it and I say I didnt do it and no witness around will say who did.

It's illegal and you will be fined.
