My work is raising my children - all motivation must be intrinsic for mothering as we are pushed to give our best when we are exhausted. It's harder to get paid workers to give this much.
When I did work for a company, we were motivated most when we liked our tasks and were well-trained for them and when 1)we knew what was going on 2)all staff people were treated fairly and with respect 3)we were paid enough 4) we had enough time off and 5)when our bosses brought food into the office and shared wtih us!

Motivation is something that pushes you to do things. Try finding out what is causing your staff's morale to be so low. Talk to them and try your best to resolve any issues. Different workers have different needs, low morale in one worker may affect other workers.

Motivation starts from a good management, do not always pin point mistakes happen few months ago, look in to positive steps to manage people, ask yourself YYYYY before asking them, do not depend on theory always sometime you can't achieve 100% what is in theory, be realistic, do not just manage because of the company policies, partially know their family back ground to understand their situation, give them some rewards for their achievements, treat them as friends, you may have to go down to their level to have a better understanding, give them some empowerment to rule themselves to improve their responsibility..

Pizza parties are a good way to motivate, It works for me. We have pizza when we reach a set goal. It's a way of saying great job guys. I know it sounds cheezy. My husband pits one employee against another to see who sells the most, their reward is winning and a pat on the back.

take two hours out of the day as a department and go to the movies together. we did that today at my job.
