don't wash more than two times a day because you are stripping your skin from natural oils, which causes more oil, which causes acne. get a toner without alcohol(that is very important). and get the clean and clear oil sheets and use them throughout your day.

Your skin is oily because it needs oil. It took me a long time to believe my Dr. but its true. Although you can't make your skin less oily permanently, you can do some simple things to keep it under control. First, do not use a soap/cleanser that strips your face clean--if your face feels squeeky clean after you wash it, you stripped too much of the natural oils. Try using Cetaphil if you have sensitive skin. I have found salycilic acid face wash and glycolic acid cleanser (one in the morning one at night) followed by a mild moisturizer works wonders. I'm 35 and finally got my oily skin under control!
I also use a glycolic acid lotion, but I don't think it would help in your case because the chlorine dries you out. Be sure to put on sunscreen before you swim, and once you get out of the pool, wash with Celaphil and re-apply sunscreen or moisturizer.
I also found blotting papers to work as touch ups if I need to during the long day.
Just remember that an oily face is producing oil because it needs it :-)

Okay, this is going to sound really weird but this is one of the BEST-KEPT BEAUTY SECRETS for those with oily skin: applying Milk of Magnesia to your skin completely sucks up oil. Weird, yes...but it's been a godsent for me!!
I totally understand your problem. I have chronically oily skin, friends have actually told me to wipe my face because it gets so oily :(. Milk of Magnesia has helped me tremendously! My face stays matte through the entire day! You just apply a thin layer of the liquid to your face and rub it in quickly before it dries. It will soak up all the oiliness or excess sweat that may make your face a shiny mess!
You can buy some Milk of Magnesia at any drugstore. Try it out!

Get a mud mask that is for oily skin and use that a couple times a week. You can also use an astringent as well as your daily cleaner.
