before you apply make sure the surface is very clean and no grease or silicone (armor all - etc) is left on there - I clean with isopropyl alcohol....(make sure bike is cool - it can burn)
As long as the decals are vinyl, you can use a few drops of dish detergent in a spray bottle of soapy water mist the bike area and the back of the decal..this allows time for you to position the decals....then gently squeege out (i use a credit card) the soapy solution and allow to dry for a few hours.......
if the decals are paper based - dont do this...! it will mess them up....(most good decals are vinyl)

I work in a factory,,and when we need to remove decals,,what we do is take a hair dryer,,the hand held type,,and slowly go back and forth over the decal,warming it,,,then slowly lift the edge and peel it back,all the while moving the hair dryer back and forth.
when I had my dirt bike,,when I put new gripes on,,I soaked the new ones in warm to hot water for a couple minutes to soften them up first,,hope this works for you

i'm thinking the main thing to worry about with the decals is that you have a super clean surface.
as far as the grips go---use a soapy water solution on your handlebars---it should let the grips slide right on and it evaporates in no time leaving the grip firmly attached.

the best way to put grips on is with hairspray. no joke. strip the old grips, spray the bar with hairspray, aply generously. wait untill it is tacky and put the new grip on. i don't knoe about decals, there is a special way to put them on, but i don't know how.

bubbling as in air bubbles under the decal...im guessing???.....get a credit card or something of the nature and use it as a squeegie....and as for the grips just use a few drops of dish washing liquid after it dries its like glue!!!!!
