download.com has free mp3s. They are all 192kpbs and have good sound quality. They are mostly from unknown artists, but a lot of them are excellent. And every so often a group with a new album will make a free track or two available on this site. It's all legal and they have stuff in practically every category you can think of, from artists all over the world. I've discovered a lot of great stuff there.
