Ive seen a fair few women streaker in my day, the favorite was one who scored at a soccer match with a fantastic strike. But i think that a decisive factor is that most streakers have to run, and a ladies breasts flopping all over the place probably isn't the best feeling she can be having. So i guess my short answer is discomfort.

Maybe women respect themselves more. Why streak anyway, you can just look in the mirror and see more or less the same things. Guys who streak need alot of attention because they think so little of themselves. They need to channel that feeling in to something that will make them feel better about themselves. Girls might find them attractive if they grow up.

Guys will do stupid things when their friends suggest it for laughs..
All guys are like this in some way, even if its not streaking..its male bonding and kind of a ritual in male social circles to push the limit and test the boundaries of sanity and safety..
This goes for men of all social classes, economic backgrounds, and all ages..from young boys to old men in nursing homes..
I blame it on testosterone and competition to gain "status" among themselves..
Us women do not feel the need to bond in this manner with our female social circle. We do compete, but its subtly, with looks and material objects..sometimes even using our men for "show and tell"..

cuz women's asses are generally huge and women look much better lying down than standing up.
However, some politically active women are known for streaking..just look into animal rights/anti-fur groups. Ironic how the anti-fur women protest by SHOWING fur. hmmm

Because men do it in places that they can be arrested.
Besides, it's always women that strip & go skinny dippin' first, and the men just hang around and stutter...because they'd rather watch for awhile first...
