Mutual aid is a necessary component of government response, especially in emergencies. Most places keep enough personnel and equipment to handle the normal busy day. However is it not practical in expense to keep the personnel and supplies needed for major disasters since they are pretty rare.
Mutual aid is a mechanism to insure that major situations that happen can and will be handled with minimal expense to the tax payer. Mutual aid as I know it is agreements between local governments that if a major event occurs, the other counties will send help. This way a place with normally 10 ambulances can have 25-60 ambulances serving their area in about an hour.

Mutual aid needs to be qualified before it is given, but is most cases it is a good thing when it makes it down to those who need it. The problem is that much of it doesn't make it. To understand, put yourself in their shoes. Is it fair that thousands die while you survive. We all must try to aliviate the suffering of unfortunates of our world. We need to make it our duty though to monitor those funds and make sure they arn't abused.
