I mean the first flag had the circle of stars and air force planes have the blue circles with the horizontal red stripes. Does the symbol truly mean "In God We Trust?" Does the flag really symbolize "the all-seeing eye?"

no it is not a squared off blood shot eye, any more than your eye is a kind of oval blood shot flag! (and my eyes are denim blue to answer your other question)
Okay so let's think this out... perhaps it does kind of look like that, but it was not what they had in mind. The 13 stripes have always been there to represent the original colonies - but the first flag did not have a circle of stars. There was a British flag (Union Jack) in the upper corner where the 50 stars on a blue background are now positioned. It was called the Grand Union flag. When we broke away from Britain, someone replaced that smaller Union Jack with 13 stars representing the unity of the colonies standing against the oppressor, instead of loyalty to Britain. They did not have much time, and sending the message was paramount, so the circle of stars was sewn over that smaller British part of the original flag that was altered. It was a bold message that showed the enemy that the colonists were fed up and ready to fight, a battle of unity and strength (the way a herd or pack of animals forms a circle and stands against the foe from all directions, therefore each one is defending the entire group). For awhile there were lots of designs, but the 13 stripes seem to have survived all along. The design finally was decided, keeping with the blue background and stars, and adding to them as the states grew in number. Of course the stars had to be shifted around to fit them symmetrically. I do like your idea of an eye from the distance, and as an artist I can see how it would look like that, but if you think about the first flag and why it was changed you can see it does not fit with the cool idea.

Hey... i kinda like that... the blood shot eye thing... seems like you could do something with that...artsy.
