As to your first question, no one controls what the population IS, but law enforcement and the government exercise some control over what the population may lawfully DO. Some people would also say that the media exercises a fair degree of control over the population in America.
As to your second question, freedom and control are antonyms, so to the extent there is no control, there is freedom. No control = absolute freedom.

The population controls the population through voting.It is the kind of freedom that everyone loves,I know this because we have always had to watch our borders to keep people out.Have you EVER heard of the USA trying to keep people in.

What are you talking about?! People who can't support themselves can pump out a dozen children. Anyone with feet can walk across the border into our country. There is absolutely little control on population, it's the ultimate freedom (for better or worse).

this is why the constitution is based on the ten commandments, the populace needs to govern itself. the bill of rights was added to give the populace peace of mind. that "we the people" are in charge. ( somehow our system HAS to be fixable!)
