Some second hand music stores will buff a scratched CD for a buck or two. With a jewelers buffer and a little rosin.

any huge electronic store like best buy, or fry's (even online sites) that sell this device which removes scratches on CDs/DVDs... it really works. it goes for about 20-40 dollars. ask them and they will know exactly what you're talking about.

beleive it or not a frind of mine suggeted i use lotion,these is how u do it dab a little on a paper towel and gentle circle the cd in cirlce motion,and u dont need a lot
