No, That would be a REALLY bad idea. They've already shown that they have weapons that can be used at long range, and shooting a nuclear missile that close to their country would just be considered provocation. Not only that, but if the missile were to go off in the sea of Japan, radiation poisoning would be a big problem in the entire area.

Maybe. If NK escalates its apparent aggressions, a test firing would be tantamount to a warning shot over the bow and acceptable. However, the warning could also be achieved with other displays of force and resolve. Our national security and that of our strategic allies should not be dependent on concerns for Russia's or PRC's reactions. An existential event in Seoul, Tokyo, Anchorage or Seattle should not be the requirement to deter NK aggression.

America would but they are afraid to pick on a country who has already kicked their *** once and who can fight back. If the USA had any idea they were gunna get such a whippin in Iraq they wouldn't be there either. Probably would have stayed out of Somalia too , come to think of it they haven't had too may wins lately.
